The historical debt of social housing policies: territorial relevance. The case of the Habitability Program, Chile

Abstract

This paper addresses the importance of the social, cultural and territorial particularities that should be included in the social intervention agenda of the Habitability Program —a program overseen by the Ministry of Social Development. The inclusion of these dimensions is intended to contribute methodological differentiation and so improving the impact and sustainability of this Program and the quality of life of target families. Thus the question arises: What aspects of social, cultural and territorial variables should be included in the social component of the Habitability Program in order to strengthen the impact and sustainability of its intervention measures? Through a methodological qualitative strategy, an action-oriented research design and semi-structured interviews this exploratory paper provides a comparative analysis of three communes: Temuco, Arica and Camarones. The main findings of this research reveal the need to generate interventions consistent with contextual complexities, the importance of the environment as a variable and suggest the implementation of innovative practices when it comes to addressing cultural and territorial differences.
