Training and human capital: An analysis of the last decades

The aim of this paper is to describe the operation of the training system in Chile in the last two decades, deepening the access roads, sociodemographic characteristics and access conditions. Using data from the Survey of Socioeconomic Characterization (Casen), presents the operation and dynamics of training from the standpoint of public policy. It concludes with three measures that should be considered for optimizing the operation of the training system, such as improving information systems in respect of investment in human capital, the articulation of government services that provide opportunities for training and increasing interference of workers in decision-making training.
