The author examines the various arguments that have been raised concerning the proper meaning and scope of Article 96 of the Organic Law of the Comptroller General of the Republic, on expiry of the repairs that are accounting history of the Judgment of Account . In particular we analyze the role of notification of repair as essential action to give effect and prevent the expiration of accounting charges made by the Comptroller. The position taken in this paper proposes that this matter must be determined according to the rules and principles of administrative procedure provided by the Law No. 19.880, howsoever the repair is an act of an administrative nature.
